[98 Abstract] Relations between politics and the mass media in the Federal Republic developed within the parameters set by political parties, politicians, the media landscape, society and political culture. After the end of the second war, these were subject to a continual process of change, which has reached a provisional high-point today. The decisive period of transition can be located in the 60' s. Through the rapid rise of television, movement in politics and society and the resulting liberalisation of public life, the media in general gained in import for political opinion forming. This development had a longterm effect on politicians' dealings with the media and with journalists. In the 50' s, the media policies of Konrad Adenauer and the federal government set the tone. Adenauer' s views on the role of the media in politics and society can also be seen as representative. He credited it above all with a reproductive function in political questions. This understanding resulted from his experience during the Weimar period, but the traditions of such a view reach back into the Imperial period. In spite of this backward-looking attitude towards the task of the mass media in a democracy, Adenauer not only included mass media in his political calculations, but even conferred upon significant place within his political conduct. The reason for his behaviour lay in his recognition that political power could be neither achieved nor maintained without a positive mediation of policies at home and abroad...
